Intending eligible bidders may obtain all technical details from site on all working days from 27-11-2017 to 14-12-2017 between 10:00 to 15.00 hrs. Then prepared tenders in their respective letter heads can be dropped/reached in our office Despatch section latest by 14:00Hrs of 18-12-2017 .The tender shall be opened on 18-12-2017 at 15:00 The RGCB has the right to award work to one or more contractor(s) and reject any tender in part or full without assigning any reason and is not bound to accept lowest tender. All tenders, in which any of the prescribed conditions are not fulfilled or are incomplete in any respect, are liable to be rejected
1. DOCUMENT ESTABLISHING CONTRACTOR ELIGIBILITY AND
The tender shall furnish, as part of his tender documents establishing the contractor eligibility, the following documents:
1 .SUBMISSION OF TENDER:
1.1 Tenders should be either dropped in person in the office Despatch section, or sent through post so as to reach up to date & time mentioned in NIT. The RGCB will not be responsible for late receipt of bid sent through post by whatsoever reason.
1.2 Postponement of Tender opening: In case of postponement of date of opening of tender, the information regarding date of opening of tender will be communicated at least one day before the original date of opening. The reasons for postponing the tender shall be recorded in writing. If the date of opening of tender is declared as holidays, the tender will be opened on the next working date at the same time and venue.
1.3 The government of India if subsequently declares date fixed for opening of tender as holiday, the revised schedule will be notified. However, in absence of such notification, the tender will be opened on next working day, time and venue remaining unaltered.
2. LATE TENDERS:
Tenders will not be received after the specified time of closing of the tender and the same shall be rejected and returned unopened to the contractor. It is the sole responsibility of the tenderer that he/she should ensure timely submission of tender.
3. OPENING OF THE TENDERS BY THE RGCB:
3.1 The RGCB shall open the tender in the presence of contractors or his/her authorised representative who choose to attend, as mentioned in NIT. The contractor’s representatives, who are present, shall sign on attendance register. The contractor shall submit authority letter to this effect before they are allowed to participate in the tender opening.
3.2 A Maximum of one (1) representative for any contractor shall be authorized and permitted to attend the tender opening.
3.3 The tender shall be opened in the following manner:- The committee shall count the no. of tenders and assign serial numbers to the tender, for example; if 10 tenders have been received the tender shall be numbered as 1 of 10, 2 of 10 etc. All the members shall initial on the outer envelopes of the entire tender with date.
3.4 In case there is discrepancy in figure and words in the quote, the same shall be announced in the tender Opening, but the quote in words shall prevail.
4. CLARIFICATIONS OF TENDER BY THE RGCB:
To assist in examination, evaluation and comparison of tenders, the RGCB may, at its discretion ask the contractor for clarification of his tender. The request for its clarification and its response shall be in writing. However, no post tender clarification at the initiative of the contractor shall be entertained.
5. PRELIMINARY EVALUATIONS:
5.1 The committee shall evaluate the bids to determine whether they are complete, whether any computational errors have been made, whether required sureties have been furnished, whether the documents have been properly signed and whether the tender is generally in order.
5.2 A tender, determined as substantially non responsive will be rejected by the RGCB
5.3 The RGCB may waive any minor infirmity or non-conformity or irregularity in a tender which does not constitute a material deviation, provided such waiver does not prejudice or affect the relative ranking of the tender.
6 .EVALUATIONS AND COMPARISON OF SUBSTANTIALLY REPONSIVE TENDER:
6.1 The RGCB shall evaluate in detail and compare the tender previously determined to be substantially responsive pursuant to clause1
6.2 The evaluation and comparison of responsive tender shall be on the basis of rate quoted by the contractor in their tender documents.
7. CONTACTING THE RGCB:
7.1 The contractor shall not try to influence the RGCB on any matter relating to his tender, from the time of tender opening till the time contract is awarded.
7.2 Any effort by the contractor to modify his/her tender or influences the RGCB in the RGCB‟s tender evaluation, tender comparison or the contract award decisions shall result in the rejection of the tender.
8. AWARD OF CONTRACT:
8.1 The RGCB shall consider award of contract only to those eligible contractor(s) whose offers have been found technically, commercially and financially acceptable.
9. ISSUE OF WORK ORDER:
9.1 The issue of work order/purchase shall constitute the intention of the RGCB to enter into the contract with the contractor(s). Work order will be issued as offer to the successful contractor(s).
9.2 The contractor shall within 10 days of issue of work order/purchase, give his/her acceptance.
10. RELEASE THE PAYMENT
10.1 Payment will be made upon completion of work/delivery of spare parts to the satisfaction of RGCB and submission of bill there after
The general conditions shall apply in contract made by the RGCB for the Supply of residential type silencers and Exhaust and cooling line pipe, removing of old rusted pipes and prefabrication of new suitable size pipe of the750 KVA Cummins DG set
The Prices charged by the Contractor shall not be higher than the prices quoted by the Contractor in his/her bid. Price once fixed will remain valid for the whole contract period. Increase and decrease of taxes/duties, price of spare/consumable items etc. will not affect the price during this period.
The contractor shall not assign, sub contract or sublet the whole or any part of the works covered by the contract, under any circumstances.
4. ISSUE OF WORK ORDER AND TIME LIMIT:
The order for Supply of residential type silencers, Exhaust and cooling line pipe removing of old rusted pipes and prefabrication of new suitable size pipe of the750 KVA Cummins DG set shall be issued by the Chief General Manager. The RGCB reserves the right to award the contract to one or more contractors who have tender at the rate of L1 contractor. The Chief General Manager shall mention the time limit to execute the work by the contractor.
5. SUPPLY OF SPARE PARTS AND WORKING TOOLS AND SAFETY EQUIPMENT:
The contractor shall be responsible to arrange spares and proper safety measures while executing the work .The department shall not be responsible for any accident due to any cause during the execution of work.
6. GUIDELINES OF THE MANUFACTURER:
The contractor should ensure that the work is executed in accordance with the guidelines recommended by the manufacturing company (Cummins)
7. TERMINATION OF CONTRACT:
Contract will be terminated, if the contractor commits breach of any items of terms and conditions of the contract.
8. TERMINATION FOR INSOLVANCY:
The RGCB may at any time terminate the contract by giving written notice to the Contractor, without compensation to Contractor, if the Contractor becomes bankrupt or otherwise insolvent as declared by the competent court provided that such termination will not prejudice or affect any right or action or remedy which has occurred thereafter to the RGCB
9. DAMAGE DUE TO NEGLIGENCE:
Any loss/damages suffered by the plant or the allied equipment’s/controls due to negligence of the firm during the work shall have to be made good to the entire satisfaction of the concerned Manager (Technical Service)/ In-charge.
10. REMOVAL OF WORKMEN:
The firm shall on the request of the Manager (Technical Service) /In-charge, forthwith remove from the works any person employed thereon by him who in the opinion of the RGCB/ Manager (Technical Service) misconducts himself or misbehaves or has doubtful character. Such person shall not be employed again on the works.
11. REPLACED SPARE PARTS:
The old /replaced parts shall be the property of the RGCB.
