Filling up of the post of Hindi Officer in RGCB on deputation basis

Applications are invited from eligible and willing candidates for filling up one (01) post of Hindi Officer at the Rajiv Gandhi Centre for Biotechnology (RGCB), Thiruvananthapuram, an Autonomous Institution of the Government of India, Department of Biotechnology, BRIC, on deputation basis. The details regarding the position, eligibility criteria, and general conditions are as follows:


Details of the Position
  • Position: Hindi Officer
  • Pay Level: Level‑8 of the Pay Matrix as per the 7th CPC
  • Number of Vacancy: 01 (One)
  • Place of Posting: The selected Hindi Officer will ordinarily be posted at RGCB, Thiruvananthapuram. However, he/she may be assigned duties/posted to work at any location in India, connected with the activities of RGCB, as decided by the competent authority. The post is in the General (Unreserved) category and is open to all eligible officers.
Eligibility Conditions
  • Those working in the Central Government Ministries/Departments, Statutory Organisations/Autonomous Bodies of the Government of India are eligible to apply, if they fulfil the following criteria:
    • Cadre & Service Requirements:
      • Holding analogous posts on regular basis in the parent cadre or department; OR
      • With five (05) years of regular service in the grade rendered after appointment thereto on a regular basis in posts in Level-7 of the Pay Matrix or equivalent in the parent cadre or department; OR
      • With seven (07) years of regular service in the grade rendered after appointment thereto on a regular basis in posts in Level-6 of the Pay Matrix or equivalent in the parent cadre or department.
      • Total service in Central Government Ministries/Departments, Statutory Organisations/Autonomous Bodies of the Government of India of not less than ten (10) years.
    • Educational Qualifications & Experience:
      • Essential Educational Qualifications:
        1. Master's Degree from a recognised University in Hindi, with English studied as a subject at the degree level; OR
        2. Master's Degree from a recognised University in English, with Hindi studied as a subject at the degree level
      • Essential Experience:
        1. Working knowledge of translation from English to Hindi and vice‑versa.
        2. Demonstrated knowledge of the Official Language Act, Rules, and implementation procedures.
        3. Minimum of 7 (Seven) years of experience in Official Language implementation and Translation work.
      • Desirable Qualifications/Experience:
        1. Rashtrabhasha Praveen or equivalent qualification.
        2. Experience in file management, office procedures, and office automation in Government administrative systems.
        3. Experience in organizing Hindi training, workshops, or institutional implementation programmes.
Specific Conditions & Age Limit
  • Maximum Age Limit The maximum age limit for appointment by deputation shall not exceed 45 years as on the closing date of receipt of applications.
  • Period of Deputation: The initial period of deputation shall be two (02) years, extendable as per Central Government rules. The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of the Central Government, shall ordinarily not exceed five years.
  • Withdrawal Clause: Candidates who apply will not be permitted to withdraw their application subsequently. Those not willing to join upon selection are requested to refrain from applying.
Submission Schedule
  • Last Date: Applications must reach the Chief Controller, RGCB by July 23, 2026. This date shall be treated as the crucial date for determining all eligibility parameters, including age, qualifications, and experience.
  • Mode of Submission: Willing and eligible candidates must submit their applications in the prescribed proforma (Annexure to this Notification) through proper channel only. Advance copies may be sent, but the same will be considered only on provisional basis, and final selection will require the applications to be forwarded by the parent cadre. Accordingly, Applications not received through proper channel shall not be considered in the selection procedures.
  • Mandatory Documents to be Attached: Applications forwarded by the parent department must be accompanied by the following documents (duly attested):
    1. Detailed, up-to-date and self‑explanatory Bio‑data/Curriculum Vitae.
    2. Attested supporting certificates for educational qualifications and experience.
    3. Cadre Clearance Certificate issued by the competent authority.
    4. Attested photocopies of APARs for the last five (05) years, with each page attested by an officer not below the rank of Under Secretary to the Government of India or equivalent.
    5. Vigilance Clearance Certificate and a formal Integrity Certificate.
    6. Statement giving details of major/minor penalties, if any, imposed upon the officer during the last ten (10) years.
    7. Certificate from the employer stating that no criminal case is pending against the applicant and that the applicant is not facing prosecution in any court of law as on the date of application.
    8. Certificate from the employer, stating that no disciplinary proceedings are pending or contemplated against the applicant, as on the date of application.

  • Rejection Clause: Applications received after the stipulated last date, or those found incomplete/deficient in any respect (including missing cadre clearance, other clearance certificates, or unattested APARs etc.), will be summarily rejected.
